During the meeting, they exchanged views on matters related to UNHCR’s ongoing activities in Myanmar as well as ways and means for further cooperation between the Government of Myanmar and UNHCR.

Deputy Minister for Foreign Affairs, H.E. U Ko Ko Kyaw received H.E. Mr. Iskander Azizov, Ambassador of the Russian Federation to the Republic of the Union of Myanmar, at 1400 hrs today at the Ministry of Foreign Affairs in Nay Pyi Taw.
During the meeting, they cordially discussed and exchanged views on further strengthening of the ASEAN-Russia Dialogue Relations under the ambit of Myanmar in its capacity as the Country Coordinator and outcomes of the ASEAN Post Ministerial Conference with Russia held on 10 July 2025 in Kuala Lumpur, Malaysia, which was co-chaired by Myanmar and Russia.
Both sides also discussed matters of mutual interest, including ASEAN-Russia engagements and cooperation within the ASEAN-led mechanisms such as East Asia Summit (EAS) and the ASEAN Regional Forum (ARF).
Following the courtesy call, the Ambassador of the Russian Federation presented commemorative gifts to six players from the Ministry of Foreign Affairs who had participated in the ASEAN-Russia Online Chess Tournament held on 18 April 2025. Additionally, a chessboard signed by Mr. Sergei Karjakin, Member of the Federation Council of the Federal Assembly of the Russian Federation, President of the Chess Federation of the Moscow Region, was handed over to the Deputy Minister for Foreign Affairs.

During the meeting, they cordially discussed strengthening cooperation, particularly in the fields of culture, business and education based on mutual interests. They also exchanged views on boundary-related matters between Myanmar and India.
Inauguration Ceremony of the Myanmar Diplomatic Academy and Launch of the Diploma in Diplomacy held Nay Pyi Taw, 28 July 2025

The inauguration ceremony of the Myanmar Diplomatic Academy (MDA) and the launch of its flagship “Diploma in Diplomacy (1/2025)” were held at the Ministry of Foreign Affairs on 28 July 2025 at the Lawkanatt Hall and the MDA premises in Nay Pyi Taw.
At the inauguration ceremony, U Than Swe, Deputy Prime Minister and Union Minister for Foreign Affairs delivered the inaugural speech. The event was also attended by U Wunna Maung Lwin, Member of the State Administration Council; U Ko Ko Hlaing, Union Minister for the Ministry-2 at the Office of the Chairman of the State Administration Council; Dr. Nyunt Pe, Union Minister for Education; Deputy Foreign Ministers U Lwin Oo and U Ko Ko Kyaw; Member of the Union Civil Service Board U Kyaw Myo Htut; Permanent Secretary of the Ministry of Foreign Affairs; Directors-General and senior officials from the Ministries of Foreign Affairs and Education; Ambassadors and Members of the Diplomatic Corps; Members of the Advisory Board and Board of Studies of the MDA; Rector and faculty of the Naypyitaw State Academy; as well as trainees from Nay Pyi Taw and Yangon classes of the Diploma in Diplomacy Programme (1/2025).
In his address, Deputy Prime Minister and Union Minister U Than Swe emphasized that the launch of the Myanmar Diplomatic Academy is a milestone for the Ministry of Foreign Affairs, and an important investment for the future of Myanmar international relations. He also stated that diplomacy is one of the key foundations for peace, stability and development of a nation, and it needs life-long learning.
He stated that prior to the year 2000, Myanmar had no formal diplomatic training centre and relied exclusively on on‑the‑job mentoring. Recognizing the vital role of diplomacy, the Ministry of Foreign Affairs launched structured training through Basic Diplomatic Skills (BDS) and Enhanced Diplomatic Skills (EDS) courses from 2000 onward. These have trained over 8,000 young professionals who now serve the nation building.
The Deputy Prime Minister and Union Minster also highlighted that the commitment of the Ministry of Foreign Affairs to establishing a dedicated institution for diplomatic training as it initiated plans to create the Myanmar Diplomatic Academy since 2013; formed Advisory Group and Board of Studies; and organized seminars, workshops, consultations; and international study visits to guide the development of the Academy. He added that MDA is now initially offering a Diploma in Diplomacy Course and will introduce B.A (Diplomacy) and M.A (Diplomacy) courses in the future.
He acknowledged the firm support of predecessors, retired Ambassadors, Senior Diplomats, Rectors and Professors from different Universities and Members of Advisory Board for their initiative and dedicated efforts to establish this Academy. He also emphasized the importance of continued collaboration of the Diplomatic Corps in Myanmar to supporting the Academy’s programs. He concluded by affirming that the MDA represents a significant step toward strengthening Myanmar’s diplomatic capabilities and addressing global challenges through effective diplomacy.
Afterwards, a documentary video on the establishment of the Myanmar Diplomatic Academy was displayed, followed by group photos.
The second part of the ceremony was held at the Academy premises, with the symbolic sprinkling of scented water on the Academy’s commemorative plaque by Deputy Prime Minister and Union Minister U Than Swe, together with Member of the State Administration Council U Wunna Maung Lwin, and Union Minsters U Ko Ko Hlaing and Dr. Nyunt Pe.
After the ceremony, Deputy Prime Minister and Union Minster U Than Swe delivered a special lecture titled “The Implementation of Myanmar’s Foreign Policy” to the participants of the Diploma in Diplomacy Programme (1/2025).
Jointly conducted by the Myanmar Diplomatic Academy and Naypyitaw State Academy, the Diploma in Diplomacy Programme (1/2025) is an eight-month programme comprising of two semesters. The curriculum includes diplomacy, international relations, foreign policy, international law, multilateral institutions, and contemporary global challenges.
A total of 113 participants—62 in Nay Pyi Taw and 51 in Yangon, representing a cross-section of government ministries, the private sector, and recent university graduates with a demonstrated interest in diplomacy and global affairs will attend the programme.
Deputy Foreign Minister receives Charge’ d’ Affaires of Timor-Leste 24 July 2025

Deputy Minister for Foreign Affairs, H.E. U Ko Ko Kyaw received Mr. Olandino Ruide Andrade, Chargé d’Affaires of the Embassy of Timor-Leste, at 1400 hrs on 24 July 2025 at the Ministry of Foreign Affairs.
During the meeting, Mr. Andrade conveyed Timor-Leste’s strong commitment to fostering friendly relations with the ASEAN Member States, including Myanmar. He reaffirmed Timor-Leste’s dedication to upholding the principles of the ASEAN Charter, and expressed hope for support from the ASEAN Member States in the Country’s endeavor towards full membership in the regional bloc. He also expressed Timor Leste’s desire to strengthen bilateral ties with Myanmar and conveyed Timor Leste’s aspiration to welcome the establishment of Myanmar Embassy in Dili.
The Deputy Minister of Foreign Affairs expressed appreciation for Timor-Leste’s readiness to deepen bilateral ties with Myanmar. He observed the willingness of the Foreign Minister of Timor Leste to visit Myanmar. He informed Myanmar’s continued engagement and active participation, in line with its foreign policy, in ASEAN Community-building efforts and its contributions towards the deliverables of the ASEAN Chair. He also emphasized the need to uphold the principle of non-interference in accordance with the ASEAN Charter on Timor-Leste’s path towards the ASEAN Membership. The Deputy Minister also appreciated the constructive discussion between the Foreign Minister of Timor-Leste and the Head of Delegation of Myanmar to strengthen bilateral relations on the sidelines of the 58th ASEAN Ministerial Meeting and related Meetings.
The Myanmar delegation led by Deputy Prime Minister and Union Minister for Foreign Affairs holds a joint meeting with the delegation led by Chairman of the China International Development Cooperation Agency (CIDCA) (24 July 2025, Nay Pyi Taw)

A joint meeting between the Myanmar delegation led by H.E. U Than Swe, Deputy Prime Minister and Union Minister for Foreign Affairs, and the delegation led by H.E. Mr. Chen Xiaodong, Chairman of the China International Development Cooperation Agency (CIDCA), was held at 0930 hrs on 24 July 2025 at Park Royal Hotel in Nay Pyi Taw.
During the meeting, they discussed and exchanged views on providing the assistance from CIDCA for post-earthquake recovery and rehabilitation, and promoting cooperation between the Government of Myanmar and CIDCA. Particularly, they discussed priority projects to be implemented in the sectors of construction, health, basic infrastructure and disaster management. Moreover, they exchanged views to continue increasing momentum on building a community with a shared future that shares weal and woe through comprehensive strategic cooperative partnership and deepening Swe Myo Pauk-Phaw friendship between Myanmar and China.

Following the meeting, the Union Minister for Investment and Foreign Economic Relations and the Chairman of the CIDCA signed the Memorandum of Understanding (MoU) on Human Resources Development. Moreover, the Union Minister for Health and the Chairman of the CIDCA signed the Letter of Exchange for Feasibility Study on the China-Myanmar Friendship State-of-the-Art Specialist Hospital Project.

Myanmar Engages in the Third Day of the 58th ASEAN Foreign Ministers’ Meeting and Related Meetings (10-7-2025,Kuala Lumpur)

On the third day of the 58th ASEAN Foreign Ministers’ Meeting and related Meetings, the Myanmar delegation actively participated in a series of high-level engagements, including the ASEAN Post Ministerial Conferences (PMCs) with China, Australia, Canada, India, New Zealand, Japan, Russia, the Republic of Korea, and the United States. The delegation also attended the 16th Mekong-Japan Cooperation Ministerial Meeting and the 26th ASEAN Plus Three Foreign Ministers’ Meeting.
Notably, Myanmar, in its role as Country Coordinator for ASEAN-Russia Dialogue Relations (2024–2027), co-chaired the ASEAN Post Ministerial Conference with Russia alongside H.E. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation. This marked the first Ministerial-level meeting under Myanmar’s coordinatorship.
All sessions were attended by ASEAN Foreign Ministers and representatives, Dialogue Partner Foreign Ministers and representatives, the ASEAN Secretary-General as well as Timor-Leste as an observer.
The ASEAN PMCs with Dialogue Partners reviewed existing areas of cooperation, addressed regional and international issues, and outlined strategic directions in preparation for the upcoming ASEAN Summits with Dialogue Partners scheduled for October 2025.
The ASEAN PMC with Russia co-chaired by Myanmar and Russia focused on the progress of cooperation during Myanmar’s coordinatorship, assessed key areas of collaboration, and discussed future priorities to strengthen ASEAN-Russia relations.
The 16th Mekong-Japan Cooperation Ministerial Meeting highlighted ongoing development cooperation and joint initiatives across the Mekong region.
Meanwhile, the 26th ASEAN Plus Three Foreign Ministers’ Meeting reviewed collaborative efforts among ASEAN, China, Japan, and the Republic of Korea, and discussed preparations for the 28th ASEAN Plus Three Summit.
