Permanent Secretary of the Ministry of Foreign Affairs attends the 27th ASEAN Plus Three Summit and Related Summits (10-10-2024, Vientiane)

Myanmar Delegation led by Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar participated in the 27th ASEAN Plus Three Summit, 27th ASEAN-China Summit, 25th ASEAN-Republic of Korea (ROK) Summit, 27th ASEAN-Japan Summit, 21st ASEAN-India Summit, 4th ASEAN-Australia Summit, ASEAN-Canada Special Summit on Enhancing ASEAN Connectivity and Resilience, and Signing Ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) which were separately held in Vientiane, Lao PDR on 10 October 2024.
 
Heads of State/Heads of Government from ASEAN Member States, ASEAN Foreign Ministers and ASEAN Secretary-General attended the said Meetings and occasions, and Prime Minister of Timor-Leste also participated as an observer.
 
At the 27th ASEAN Plus Three Summit, Leaders reviewed the progress of works under APT cooperation, discussed its future direction and exchanged views on regional and international issues. At the respective Summits with China, Republic of Korea, Japan, India, Australia and Canada, ASEAN and respective Dialogue Partners reviewed the progress in the implementation of the Plans of Action and charted for the future cooperation in support of ASEAN community across three community pillars.
 
In the evening, Myanmar Delegation led by the Permanent Secretary of the Ministry of Foreign Affairs attended the Gala Dinner hosted by H.E. Sonexay SIPHANDONE, Prime Minister of the Lao PDR and Madame Vandara SIPHANDONE.

ASEAN President Laos at the 44th ASEAN Summit in 2024 Developments on priority processes and implementation in each sector; cooperation between ASEAN countries and discussion countries; Implementation of ASEAN membership guide map from Temolesta and ASEAN. Discussed issues related to increasing foreign relations. The 45th Anniversary of the Leaders In a private meeting, the status of implementation of the ASEAN harmony wish (5) states and on local and international issues were discussed. The leader of Myanmar delegation discussed the cooperation of Myanmar to the 5 states and the implementation of law enforcement and security issues by the government of Myanmar.
 
ASEAN countries at the ASEAN leaders and ASEAN parliaments conference meeting. Issues of cooperation between parliaments, ASEAN leaders remarked on the recommendations of the Advisory Council at the ASEAN Leaders and the ASEAN Economic Advisory Council meeting, issues related to improving ASEAN local economy, trade and investment opportunities, government-private cooperation. Discussed on development issues and local sustainable development. ASEAN at ASEAN Leaders and ASEAN Youth Leaders Meeting. The future of the youth It is known that the focus was on capacity development and improving education and employment opportunities based on modern technologies such as digital and artificial intelligence technology.

Permanent Secretary of the Ministry of Foreign Affairs attends the ASEAN Foreign Ministers’ Meeting and Related Meetings (8-10-2024, Vientiane)

Myanmar Delegation led by Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar participated in the ASEAN Foreign Ministers’ Meeting (AMM), 28th ASEAN Political-Security Community (APSC) Council Meeting and 35th ASEAN Coordinating Council (ACC) Meeting separately held in Vientiane, Lao PDR on 8 October 2024.
 
Foreign Ministers from ASEAN Member States, ASEAN Senior Officials and ASEAN Secretary-General attended the said Meetings, and Minister for Foreign Affairs of Timor-Leste also participated as an observer.
 
The Meetings discussed and reviewed the progress of implementation of the ASEAN Political-Security Community (APSC) Blueprint 2025, priority deliverables across the three community pillars under the ASEAN Chairmanship of the Lao PDR in 2024, and the development of the ASEAN Political and Security Strategic Plans which has been being crafted as part of the ASEAN Community Vision 2045, as well as exchanged views on regional and international issues.
 
Myanmar delegation expressed Myanmar’s continued support to the Lao PDR as the 2024 ASEAN Chair in delivering its Chairmanship priorities by joining hands with other ASEAN Member States, as a responsible member of ASEAN.
 
The 35th ASEAN Coordinating Council (ACC) Meeting endorsed the alphabetical appointment of H.E. U San Lwin as the Deputy Secretary-General of ASEAN for the ASEAN Socio-Cultural Community.

Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe holds separate talks with the Deputy Prime Minister of Kyrgyz Republic and Foreign Minister of Nepal on the sidelines of 3rd Asia Cooperation Dialogue (ACD) Summit in Doha (3-10-2024, Doha)

The Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe who is now in Doha to attend the 3rd Asia Cooperation Dialogue (ACD) Summit separately met Mr. Edil Baisalov, Deputy Prime Minister of Kyrgyz Republic at 1300 hrs and Dr. Arzu Rana Deuba, Minister of Foreign Affairs of Nepal at 1330 hrs Qatar Standard Time on 3 October 2024 at the Ritz Carlton Hotel in Doha.
 
During the meeting with Deputy Prime Minister of Kyrgyz Republic, the Deputy Prime Minister and Union Minister for Foreign Affairs appraised the Myanmar Government’s efforts to ensure peace, development and democracy in the country and the latest developments of Myanmar. Furthermore, they cordially exchanged views and discussed on matters pertaining to the further strengthening of friendly relations between Myanmar and Kyrgyz as well as closer collaboration in the regional and international fora including cooperation in the ACD and UN.
 
At the meeting with Nepali counterpart, the Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe congratulated his counterpart on assuming new charge as Minister of Foreign Affairs of Nepal. Moreover, both sides cordially exchanged views on strengthening of the existing friendly relations between Myanmar and Nepal, promoting mutually beneficial cooperation in the areas of culture, tourism, trade and investment, exploring student exchange programmes and collaborating more closely in ACD and BIMSTEC. Furthermore, he updated Myanmar’s efforts in combatting drug trafficking and online scamming to his counterpart.
 
The Myanmar Ambassador to the State of Qatar U Tin Yu and senior officials from the Ministry of Foreign Affairs were also present at the meetings with the Heads of Delegation from Kyrgyz Republic and Nepal.
 
While transiting in Bangkok, the Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe, who is proceeding to Doha to attend the 3rd Asia Cooperation Dialogue (ACD) Summit, met Mr. Maris Sangiampongsa, Minister of Foreign Affairs of Thailand at 1400 hrs Thai Standard Time on 1 October 2024 at the Intercontinental Hotel in Bangkok. The Myanmar Ambassador to Thailand U Chit Swe was also present at the meeting.
 
At the meeting with Thai Minister of Foreign Affairs, both sides cordially exchanged views on strengthening of the existing friendly relations between Myanmar and Thailand, promoting mutually beneficial cooperation and cooperating more closely in ACD, ASEAN and BIMSTEC. The Deputy Prime Minister and Union Minister for Foreign Affairs also welcomed Thailand for its important new role as upcoming ACD Chair for the year 2025.
 
The member of Myanmar delegation, Deputy Minister for Commerce U Minn Minn attended the Business Forum and B2B Meetings which were held on 2 October 2024 on the sidelines of the Summit. The Deputy Minister delivered a Statement at the Business Forum and in his statement; he touched on the Artificial Intelligence (AI) and new business models related to digital transformation.
 
Likewise, U Kyaw Soe Moe, Director General from the Ministry of Sports and Youth Affairs also participated in the Sports related side event which was held on 2 October 2024 on the sidelines of the Summit.

Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe attends 3rd Asia Cooperation Dialogue (ACD) Summit in Doha, the State of Qatar (3-10-2024, Doha)

At the official invitation of the State of Qatar, the Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe participated in the 3rd Asia Cooperation Dialogue (ACD) Summit which was held on 3 October 2024 in Doha, the State of Qatar.
 
The Heads of State/ Government, Foreign Ministers and representatives of the ACD Member States attended the 3rd ACD Summit which was held at the Ritz Carlton Hotel in Doha. At the meeting, the delegations welcomed the theme of the host of 3rd ACD Summit i.e. “Sports Diplomacy” and delivered their respective country statements.
 
In the morning of 3rd October 2024, the Deputy Prime Minister and Union Minister for Foreign Affairs U Than Swe delivered a statement at the 3rd ACD Summit.
 
In his statement, the Deputy Prime Minister and Union Minister for Foreign Minister expressed his thanks to the State of Qatar for hosting 3rd ACD Summit. He acknowledged the leadership of Iran, the current Chair of ACD. Moreover, he recalled the successful holding of 19th ACD Ministerial Meeting in June 2024 in Tehran where all ACD Member States adopted “Tehran Declaration” by consensus. The Deputy Prime Minister and Union Minister for Foreign Minister, welcomed Thailand for its commitment as incoming ACD Chair for the year 2025 and he assured Myanmar’s full support to Thailand.
 
At the 3rd ACD Summit, the Heads of Delegation cordially discussed and exchanged views on matters related to ACD Cooperation mechanisms as well as regional and global issues. Moreover, the ACD Member States updated the Meeting on the developments taking place in their respective countries.
 
At the meeting, the ACD Member States congratulated Ambassador Nasser Raden Thamer Al-Mutairi of Kuwait and Ambassador Mohammaed Taghi Hosseini of Iran on their appointments as the Secretary General and Deputy Secretary General of ACD respectively. In addition, the “Doha Declaration” was adopted by consensus as an outcome document of the 3rd ACD Summit.
 
During the meeting, the Deputy Prime Minister and Union Minister for Foreign Affairs updated the Myanmar Government’s efforts to ensure peace, development, democracy as well as holding of General Elections in the country. He also updated the latest developments taking place in Myanmar to the Heads of Delegation of ACD Member States.
 
In the afternoon of 3 October 2024, the Amir of Qatar HH Sheikh Tamim bin Hamad Al Thani hosted an official Luncheon in honor of delegations to the 3rd ACD Summit at the Ritz Carlton Hotel in Doha.
 
The Asia Cooperation Dialogue (ACD) was inaugurated in June 2002 in Cha-Am, Thailand. Currently, 35 countries, representing five (5) Regional Groups of Southeast Asia, South Asia, West Asia, Central Asia and East Asia, are members to the ACD. Myanmar is one of the founding members of ACD.
 
By and large, ACD aims to promote interdependence among Asian Countries and to transform Asian continent into an Asian Community. The ACD Secretariat was inaugurated in October 2013 with its Headquarter in Kuwait city, the State of Kuwait.
 
At the moment, the Member States of ACD have agreed six (6) pillars of Cooperation that are in line with the “UN 2030 Agenda for Sustainable Development” namely: 1) Connectivity; 2) Science, Technology and Innovation; 3) Education and Human Resource Development; 4) Food, Energy and Water Security; 5) Culture and Tourism; and 6) Inclusive and Sustainable Development.
The representatives from (32) ACD Member States have participated in the 3rd ACD Summit held in the State of Qatar.

Deputy Minister for Foreign Affairs, U Lwin Oo, receives H.E. Mr. Iskander Azizov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of the Union of Myanmar (3-10-2024)

U Lwin Oo, Deputy Minister for Foreign Affairs of the Republic of the Union of Myanmar, received H.E. Mr. Iskander Azizov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of the Union of Myanmar, at 1000 hrs on 3 October 2024 at the Ministry of Foreign Affairs in Nay Pyi Taw.
 
During the meeting, both sides cordially exchanged views on the further consolidation of friendship between Myanmar and Russia, expansion of bilateral cooperation including trade, education and tourism sectors, as well as closer collaboration in regional and multilateral contexts.

U Lwin Oo, Deputy Minister for Foreign Affairs received Mr. Jan Miskoc, Deputy Resident Representative of the International Committee of the Red Cross (ICRC), at 11:00 hrs on 1 October 2024, at the Ministry of Foreign Affairs in Nay Pyi Taw.
 
During the meeting, they exchanged views on matters related to ICRC’s activities as well as provision of humanitarian assistance to the needy in Myanmar.
Also present at the meeting were the senior officials from the Ministry of Foreign Affairs and Mr. Henning Krause, Protection Coordinator of ICRC.

Myanmar Delegation Led by Chargé d’ Affaires Attends BIMSTEC Foreign Ministers’ Meeting (27-9-2024, New York)

The Myanmar delegation led by U Thet Win, Chargé d’ Affaires a.i./Minister of the Embassy of the Republic of the Union of Myanmar in Washington, D.C. participated in the BIMSTEC Foreign Ministers’ Meeting, hosted by the Ministry of External Affairs of India, on the sidelines of the 79th United Nations General Assembly (UNGA) on 27 September 2024 at Hotel Lotte New York Palace, New York, the United States of America. The meeting was chaired by Dr. S. Jaishankar, Minister of External Affairs of India and also attended by Mr. Md. Touhid Hossain, Foreign Advisor of the Interim Government of Bangladesh, Mr. D. N. Dhungyel, Minister for Foreign Affairs and External Trade of Bhutan, Dr. Arzu Rana Deuba, Foreign Minister of Nepal, Mr. Mohan Pieris, Permanent Representative of Sri Lanka to the United Nations in New York, Mr. Cherdchai Chaivaivid, Permanent Representative of Thailand to the United Nations in New York and Ambassador Mr. Indra Mani Pandey, Secretary-General of BIMSTEC were present at the meeting.
 
During the Meeting, the heads of delegations cordially discussed and exchanged views on matters pertaining to non-traditional security such as energy security, agriculture and food security, climate change, connectivity, maritime transport, trade and private sector, health, promoting youth empowerment, tourism as well as matters related to BIMSTEC cooperation mechanisms.
 
At the Meeting, the Myanmar Chargé d’ Affaires updated the meeting about the successful holding of the 4th Meeting of BIMSTEC National Security Chiefs (4th BNSCs) in Myanmar stating that the “Summary of Discussion” which has been circulated among the Member States will be submitted to the 6th BIMSTEC Summit. The Chargé d’Affaires underscored that the forthcoming 6th BIMSTEC Summit is important as the “Bangkok Vision 2030” and the “Rules of Procedures (RoP)” of all BIMSTEC Mechanisms will be adopted. He said Myanmar welcomed the proposals for the establishment of a “BIMSTEC Centre of Excellence for Agriculture” in India as well as for organizing training, workshops and meetings on agriculture by Bangladesh and Nepal, and also thanked India for its Cancer Care capacity building and e-medical visas for BIMSTEC Member States and for successful holding of BIMSTEC Business Summit in August 2024.
 
Moreover, the Chargé d’ Affaires informed the meeting that Myanmar supports the implementation of the “Master Plan for Transport Connectivity” and Sri Lanka’s initiative to set up the “BIMSTEC Expert Group on Fiscal and Monetary Policy” and also expressed that Thailand’s proposal to organize Young Entrepreneurs Forum” is a potential for the sustainable development of youth in the region. He highlighted that India’s proposal to establish a BIMSTEC Disaster Management Centre is timely as BIMSTEC region is not spared from climate change and Typhoon Yagi has severely affected Southeast Asian countries like Myanmar and Thailand, causing floods. Finally, the Chargé d’Affaires reiterated Myanmar’s commitment to continue working closely with other Member States and the BIMSTEC Secretariat for the development and prosperity of the Bay of Bengal.
