Myanmar participates in the Fourth Day of the 58th ASEAN Foreign Ministers’ Meeting and Related Meetings 11 July 2025

On the fourth day of the 58th ASEAN Foreign Ministers’ Meeting and Related Meetings, the Myanmar delegation took part in a series of key engagements, including the ASEAN Post Ministerial Conference (PMC) with the United Kingdom, ASEAN PMC with the European Union, the 15th East Asia Summit (EAS) Foreign Ministers’ Meeting, the 13th Mekong-Republic of Korea (ROK) Cooperation Ministerial Meeting, and the 32nd ASEAN Regional Forum (ARF).
 
The meetings were attended by ASEAN Foreign Ministers and representatives, Foreign Ministers from the EAS participating countries, the ASEAN Secretary-General and Timor-Leste in its capacity as an observer.
 
During the ASEAN PMC sessions with the United Kingdom and the European Union, participants discussed strengthening cooperation and exchanged views on regional and international issues of mutual interest.
 
The 15th EAS Foreign Ministers’ Meeting reviewed ongoing cooperation, outlined future directions, and held discussions on pressing regional and international developments. Preparations for the upcoming 20th East Asia Summit were also deliberated.
The 13th Mekong-ROK Cooperation Ministerial Meeting focused on enhancing partnership in key areas of development and regional connectivity.
At the 32nd ASEAN Regional Forum, ministers exchanged views on regional and global issues, reviewed ARF inter-sessional activities, and adopted the Compendium of Best Practices on Safeguarding and Enhancing Regional Cooperation on Ferry Safety among ARF participants, outlining a forward-looking agenda for the Forum.

On the second day of the 58th ASEAN Foreign Ministers’ Meeting and Related Meetings, the Myanmar delegation participated in several key events, including the Opening Ceremony of the 58th ASEAN Foreign Ministers’ Meeting, the Plenary and Retreat Sessions of the Meeting, and the Signing Ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC). The events were attended by Foreign Ministers and representatives from ASEAN Member States, the ASEAN Secretary-General, and Timor-Leste as an observer.
 
During the Plenary Session of the 58th ASEAN Foreign Ministers’ Meeting, discussions focused on ASEAN Community building efforts, the Treaty of Amity and Cooperation in Southeast Asia, Timor-Leste’s path to full ASEAN membership, and ASEAN’s external relations. The meeting also took note of the 2025 Annual Report of the ASEAN Intergovernmental Commission on Human Rights (AICHR), and approved AICHR’s Five-Year Work Plan (2026–2030), its priority programmes and activities, and the proposed budget for 2026. Preparations for the 59th ASEAN Foreign Ministers’ Meeting were also deliberated.
 
The Retreat Session provided a platform for Foreign Ministers to follow up on the implementation of the Five-Point Consensus, as mandated by ASEAN Leaders, and to exchange views on pressing regional and international issues.
 
Following the meetings, the Myanmar delegation also joined the Signing Ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), reinforcing ASEAN’s commitment to peace, amity, and cooperation in the region.

During the meeting, they cordially discussed matters to do with bilateral relations and to strengthen and enhance cooperation in the areas of mutual interests.

Malaysia, as the Chair of ASEAN hosted the 58th ASEAN Foreign Ministers’ Meeting in Kuala Lumpur and Myanmar Delegation Participates 8 July 2025, Kuala Lumpur

As the Chair of ASEAN in 2025, Malaysia is hosting the 58th ASEAN Foreign Ministers’ Meeting (AMM) and related meetings in Kuala Lumpur from 8 to 11 July 2025.
The Myanmar Delegation, led by the Acting Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar, is participating in the series of meetings alongside Foreign Ministers and representatives from ASEAN Member States, the ASEAN Secretary-General, and Timor-Leste as an observer.
 
On the first day of the meetings, the Myanmar Delegation attended the ASEAN Foreign Ministers’ Interface Meeting with the ASEAN Intergovernmental Commission on Human Rights (AICHR) Representatives and the Meeting of the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ) Commission.
 
During the Interface Meeting, the Foreign Ministers noted the presentation of the AICHR Statement and its Annual Report for 2025, and held discussions on a range of issues related to the promotion and protection of human rights in the region.
 
The SEANWFZ Commission Meeting reviewed the progress of the implementation of the Plan of Action to Strengthen the Implementation of the SEANWFZ Treaty (2023–2027). The meeting also deliberated on the way forward regarding the protocol to the SEANWFZ Treaty and Timor-Leste’s accession to the Treaty.

Mr. Liu Zhongyi, Assistant Minister of Public Security of the People’s Republic of China at 1430 hrs on 3 July 2025 at the Ministry of Foreign Affairs, Nay Pyi Taw.
 
At the meeting, both sides cordially discussed the matters pertaining to the further consolidating of the existing Pauk-Phaw relations, the promotion of legal cooperation to jointly address transnational crimes, the enhancement of collaboration between the relevant departments to combat online gambling and telecommunication fraud networks along the border areas, the strengthening of tri-lateral cooperation among Myanmar, China and Thailand including cooperation with regional and international community and the maintenance of peace and stability along the Myanmar-China borders.

During the meeting, both sides cordially exchanged views on further enhancing the existing bilateral ties and collaboration across various sectors in areas of mutual interest, enforcing the post-earthquake rehabilitation and reconstruction efforts. Moreover, both sides deliberated together on the further enhancement of ongoing cooperation and discussed matters pertaining to the advancement of the multi-sectoral cooperation, stability along the border and strengthening people-to-people contacts as well as closer collaboration at both regional and multilateral arenas.

The Deputy Minister for Foreign Affairs of the Republic of the Union of Myanmar, H.E. U Lwin Oo, received the Ambassador Extraordinary and Plenipotentiary of the Federal Democratic Republic of Nepal to the Republic of the Union of Myanmar, H.E. Mr. Harishchandra Ghimire, at the Ministry of Foreign Affairs in Nay Pyi Taw at 1000 hrs on 26 June 2025.
 
During the meeting, they cordially discussed matters pertaining to cooperation on reconstruction in the affected areas following the Mandalay earthquake. They also exchanged views on enhancing cooperation in areas of mutual interest and agreed to continue working together to further strengthen the friendly relations between the two countries.

During the Courtesy Call, the delegation expressed sympathy for the victims of the recent earthquake in Myanmar and shared candid views on regional and international issues. The Deputy Minister reaffirmed Myanmar’s role as country coordinator in advancing the ASEAN-Russia Partnership and reiterated the country’s commitment to an independent foreign policy and to upholding the principles of the ASEAN Charter.

During the meeting, they cordially discussed the matters pertaining to strengthening bilateral relations and cooperation.
